Financial Burden of Health Care Expenditures and Unmet Needs by Socioeconomic Status

This study investigated catastrophic health care expenditures and unmet needs for health care at household level, taking account of socioeconomic status(SES). Data from the 2006 National Household Living Environment Survey using nationally representative sample was analyzed. To identify factors associated with catastrophic health expenditures and unmet needs multivariate logistic regression analyses were employed. Overall, about 2 percent of households experienced catastrophic burden on health expenditures and households covered by the NHI with income under the poverty line and those near poverty line were more disadvantaged than other SES groups. About 12 percent of households experienced unmet needs and households covered by the Medical Aid with income under the poverty line and those near poverty line were associated with unmet needs. The catastrophic coverage for lower 50% income people should be improved to secure beneficiaries¡¯ access to health care services.
